摘 要

失业问题及其所引发的诸如生活失去保障等严重后果，是针对没有土地的城镇居民而言的，对于享有国家承包给他们的土地的大量的、进城打工的农村富余劳动力而言，不能称之为失业。随着以往种种保护城镇居民的制度的消失，于是，当就业市场上存在着竞争时，农村富余劳动力可以凭借相对便宜的劳动力价格，握有竞争的优势，而城镇居民明显处于一种与敬业精神、职业技能不相关的、十分尴尬的境地，加之农村富余劳动力数量十分庞大，流动也很容易，所以城镇居民很容易被挤入失业。

笔者以为，解决这一问题的方案是：按一定的行政区划（比如县级）设立专业政府机构。定期翻新辖区内所有企业的档案，将其中的工资水平较高企业与其他企业（乙类）分别进行着重对用工量管理，计算出一定时期内每家企业应承担的城镇居民数量计算出每家企业应该承担的社会保险实际数额，在企业开立专门的银行账户中缴纳或划拨社会保险金额，除了最低生活保障直接划给城镇居民的个人账户外，其他的直接划入相关的政府机构（养老金统筹、医疗保险统筹）。以解决城镇居民的后顾之忧，保持国家的长治久安。
